A meeting of the Group was held at The Glade Infants School on Wednesday
11th February 2004, starting at 7.00 pm.

MINUTES
Ron Black, Vice Chair, took the Chair for this meeting.
1 - Minutes of Last Meeting - KR requested an amendment under items 3 & 4 -
the last line should read "minimum of £300".
2 - Apologies and Matters Arising - Apologies were read from the members
listed above and there were no items to be dealt with under Matters
Arising.
3 - Report from the Steering Group - KR reported that a lack of response to
the November consultation / exhibition has led to a decision to hold a
"Residents' Day". The car park on Gravits Lane has been suggested as a
location for the Fun Bus.
RB suggested that the Fun Bus would be better located on the recreation
ground as most of the children who would use it will be residents of
Collyer Avenue. He also suggested the car park could continue to be used
for commercial vehicle overnight parking.
KR reported the consultation feedback results - 294 in favour, 34 against.
The emergency services had requested speed humps to be changed for speed
cushions in Hillsboro Road and Town Cross Avenue. The scheme cabinet report
is currently being drafted, and the tendering process is about to begin.
The construction start date will slip from April to June / summer.
Residents from Gravits Lane will need alternative parking during the works
- BRCC car park has been suggested, and currently consideration is being
given to the security aspect of this.
Minor changes are being made to the Home Zone design to accommodate
residents' wishes to not have trees outside their houses.
4 - Constitution - No further amendments were proposed so the Constitution
document was accepted in it's present form as ready for the next stage -
legal scrutiny. This process is to be undertaken by the County Council's
Legal Department.
5 - Any Other Business - The Secretary reported the content of an e-mail
from Councillor White concerning the availability of funding from an
organisation called Connexions Sussex. The funds are available for
allocation under three headings:
Young People's Activities - To enable organisations, young people and
individuals working with voluntary organisations to access money to run one-
off activities, a residential, a programme of social events or diversionary
activities for young people that will give additional benefit to the
service they provide and promote the work of Connexions - Maximum sum £5000
Expanding Capability - To enable existing voluntary organisations and
networks to access funding that would enable them to build their
organisational capacity to deliver an improved service within the
partnership - Maximum of £30,000 spread over 2 years if required
Partnership Projects - To enable voluntary organisations to develop new or
existing projects with a partner organisation working in a similar field.
To encourage partners to set joint aim, targets and to share resources
within a project framework. Voluntary organisations would be encouraged to
develop projects that would offer additionality to their service alongside
a statutory / voluntary partner organisation. A maximum of £30,000 is
available and can be over 2 years if required.
KR reported that the "Residents' Day" would include a display of examples
of the actual materials and shades to be used in the Home Zone. Information
packs will be supplied with contact details for emergencies, etc., during
the works.
6 - Date of Next Meeting - The next meeting will be held at The Glade
Infants School at 7.00 pm on Wednesday 31st March 2004.
