Notes of Community Participation Group Meeting No. 4, held on 19.11.02 Community Hall, Westloats Lane, Bognor Regis

1. Introduction

  • RO introduced the meeting, and explained that the group was to be the main point of contact for the residents.
  • Everything that has to go through the community will pass through this group first.
  • A general background to the progress on the project to date was given.

2. Role of Community Participation Group and Street Rep's

  • GP explained that the CPG is the main forum for those who live in the area to feed their concerns through. Consultation consultants (Social Research Associates) and Engineering Consultants (TRL) will be working alongside the group.
  • He stressed that the designs for the scheme must be community lead.

3. Capacity Building

  • The importance of bringing people together through the project was discussed. There are resident's forums in the area, but not a group that reaches out to the whole community, which is one aim of the scheme.
  • It is planned that social events will be held during the design and development of the Home Zone, and it is intended that these will be arranged and run by the members of this group.
  • There is a constant need to try to obtain funding to help with different aspects of the project.
  • JL asked the group for feedback or queries that they may have.
  • A question was raised over the timescale of the project. JL explained that a project meeting had been arranged in early December to discuss the survey results. Following this meeting, a CPG meeting will be arranged for information from this meeting, and recommendations on which roads should be included in the Home Zone to be discussed.
  • Following this, the CPG will meet fairly regularly as the design stage takes place.

4. Children's Logo Competition - Future Use of Logo's

  • A competition has been running over the last few months to encourage children to design a logo for the scheme.
  • Over 300 entries were received and from these, a winner and two runners up were drawn.
  • The three winning entries were passed round the group.
  • JL explained that they were looking to use as many of the entries as possible, and were considering various ideas, for e.g. putting some of the designs onto the newsletters, Christmas cards etc.
  • It is hoped that the winning design could possibly be incorporated onto the Home Zone sign.
  • The group were asked for their suggestions on how the designs could be used.
  • It was generally felt that there would not be a high enough demand for Christmas cards to be produced, as the designs are not seasonal enough.
  • A suggestion was made that a mural could be constructed using many of the entries, and that this could be put on the green for example.
  • Other suggestions were made, including incorporating designs into paving slabs, producing notelets and putting the pictures onto the website, to encourage children to show their parents (and also to look at the other Home Zone features at the same time).
  • JL reported that they would also be asking children for their suggestions of how the designs could be used, through the schools.
  • VM raised the point that there are no elderly or youth representatives on the group.

5. Possible Event at Christmas

  • It was felt that it was possibly too close to Christmas for an event to be arranged, although there was a possibility of holding something in the New Year.
  • The group were happy with the idea of holding a social event, and felt that this would be a good way to attract people into the group.
  • JL reported that she had a list of people who had put their names down to be involved in the scheme at past meetings, and that these people would be contacted over the next few weeks to find out if they are still able to be involved.
  • It was clarified that people have to be voted onto the CRC, and that voting will be taking place shortly.

6. What Happens Next?

  • CR recapped on what had happened to date, and gave feedback on the planning event that had taken place on 9th October.
  • A discussion took place on the type of measures that could be used in the Home Zone. CR stressed that there are a range of measures that could be used, and that what may be appropriate in some roads will not be so in others.
  • It was pointed out that the school run traffic would be a major issue to be dealt with. It will be necessary to maintain access to the sites whilst preventing shortcuts and rat runs.
  • Various suggestions were made, including for a distributor road to be built across the school field, a drop off point being created where the school goes into Frith Rd and making some roads one way.
  • The main issues to be dealt with include reducing traffic volumes and speed, making it safer to cross the road and reducing the fear of crime.
  • It was reported that the newsletters would go to every household within the study area, and also be sent to local shops and be put onto the website. The results of the household surveys would be included.
